The following list briefly summarizes the programs available to KDOT’s local partners. Feel free to contact KDOT early on if you have any questions or just to discuss whether your project might be eligible for any of these programs.

A FOCUS ON ECONOMIC IMPACTS

The following programs are part of KDOT’s economic development program portfolio. If the project has a direct link to the economy by supporting job creation or capital investment, KDOT encourages you to start with the General Application.

ECONOMIC DEVELOPMENT (ED) PROGRAM
The ED program uses transportation investments to recruit new businesses and encourage growth of existing businesses. This is a reimbursable grant program funded at $10 million annually.

RAIL SERVICE IMPROVEMENT FUND
The Rail program focuses on improving railroad access and preserving the condition of the state’s short-line rail network. This program consists of both loans and reimbursable grants and is funded at $5 million per year.

KANSAS AIRPORT IMPROVEMENT PROGRAM (KAIP)
KAIP is dedicated to improve and maintain the state’s public use airports, including projects that enhance economic opportunities involving air travel and freight. The KAIP program is funded at $5 million annually and is made up entirely of reimbursable grants.

TRANSPORTATION REVOLVING FUND (TRF)

TRANSPORTATION ECONOMIC DEVELOPMENT LOAN PROGRAM (TEDL)
TEDL provides bridge loans for transportation projects that have a direct tie to economic growth. TEDL projects require a close partnership between state and local governments and the private business that is providing the economic opportunity.

The following programs are the other ways in which locals can partner with KDOT to improve the state’s transportation system. If you familiar with these programs, feel free to contact the program manager directly and/or apply directly for them. If you are unfamiliar with them, KDOT strongly encourages you to begin the process with the General Application.

FEDERAL FUND EXCHANGE PROGRAM
This program allows local public agencies to trade its federal funds with KDOT in exchange for state dollars. Exchanging federal funds for state funds often allows the local agency more flexibility. The amount of state funds available for exchange varies by year.

CITY CONNECTING LINK IMPROVEMENT PROGRAM (CCLIP)
The City Connecting Link Improvement Program (CCLIP) is a federal and state-funded program that provides funds to cities to address deficiencies or improve a City Connecting Link on the State Highway System. A City Connecting Link is defined as any routing of the State Highway System that is located within the corporate limits of a City. All City Connecting Links are eligible under this program except those on the Interstate System and fully controlled access sections on the Freeway System

ACCESS MANAGEMENT
This $6 million a year program is intended to help communities plan for growth and future access along state highways.

SAFETY
These programs are geared towards safety improvements such as intersection signals, roundabouts, and turning lanes. The programs, which use both federal and state funds, are funded at $8 million on a two-year cycle.

INTELLIGENT TRANSPORTATION SYSTEMS (ITS)
The ITS program uses technology such as sensors, computers, and communications to provide traveler information, increase safety, and improve mobility. The program is funded at $2 million annually.

TRANSPORTATION ALTERNATIVES (TA) PROGRAM
The TA Program is a federally funded program and is dedicated to non-motorized transportation projects, such as bicycle and pedestrian trails, streetscapes, scenic transportation improvements, and renovation of historic transportation facilities. The program is typically funded at around $7 million per year.
